1.5.13: Manage Emissions-Based Control Zone

This process shall manage the operation of a low emissions zone that is responsive to real-time traffic and environmental conditions. This process shall define geo-fencing of a cordon for the low emissions zone that may be scalable and moveable (e.g., created for a day, removable, flexible in its boundaries). This process shall also coordinate with Emissions Management functions.
