1.2.7.16: Process Signal Control Conflict Monitoring
This process is responsible for monitoring data within a signal controller to determine if the states (red, yellow, green signals) being transmitted to either direction are in conflict with one another. If a conflict is detected this process shall set the signals to go into a safety mode - all sides flash yellow. This process shall monitor incoming data from connected vehicle roadside equipment for indications of a conflict between the Signal Phase and Timing (SPaT) messages and the lights actually being displayed. In the case of a conflict this process shall notify the process controlling the signals to go into a safe mode (flashing yellow) and to stop transmitting SPaT messages.
