TM04: Connected Vehicle Traffic Signal System
This service package uses both vehicle location and movement information from connected vehicles as well as infrastructure measurement of non-equipped vehicles to improve the operations of traffic signal control systems. The service package utilizes the vehicle information to adjust signal timing for an intersection or group of intersections in order to improve traffic flow, including allowing platoon flow through the intersection. Other service package provide related mobility services such as Transit Signal Priority, Freight Signal Priority, Emergency Vehicle Preemption, and Pedestrian Mobility to maximize overall arterial network performance.

TM04.1 Pre-Timed (Fixed Time) Control Implementation
The basic signal control implementation offered in TM03 is extended with Connected Vehicle Roadside Equipment installed at the intersection that supports real-time communications between the intersection and approaching vehicles. Detailed status is collected from approaching vehicles and real-time intersection status is provided so that approaching and queued vehicles can optimize their intersection use. In this basic implementation, signal timing is fixed and independent of data collected from approaching vehicles and/or traditional infrastructure-based detectors.

TM04.2 Fully Traffic Responsive Implementation
The fully traffic responsive implementation offered in TM03 is extended with Connected Vehicle Roadside Equipment installed at the intersection that supports real-time communications between the intersection and approaching vehicles. Detailed status is collected from approaching vehicles and real-time intersection status is provided so that approaching and queued vehicles can optimize their intersection use. In this more advanced implementation, signal timing is based on data collected from approaching vehicles and/or traditional infrastructure-based detectors.

TM04.3 Field Master Controlled Implementation
The field master controlled implementation offered in TM03 is extended with Connected Vehicle Roadside Equipment installed at individual intersections that supports real-time communications between the intersections and approaching vehicles. Detailed status is collected from approaching vehicles and real-time intersection status is provided so that approaching and queued vehicles can optimize their intersection use. This distributed control implementation requires the Roadway Field Management Station Operation FO and the various Other Roadway triples that support the F2F comm between the field master and signal controllers it manages.
